Fu Cong stated that the ongoing tensions in the Middle East and the continuous spillover effects have added new complexities to Syria’s already fragile situation. The current situation in the Middle East stands at a critical juncture between war and peace. China calls on relevant parties to seize the window of peace, exercise maximum restraint, demonstrate utmost sincerity, continue to resolve disputes through political and diplomatic means, and achieve a comprehensive and lasting ceasefire. The international community should work together to prevent the escalation and expansion of conflicts in the Middle East and safeguard Syria’s security and stability from adverse impacts. Fu Cong noted that all Syrian parties should uphold the principle of "Syrian-led and Syrian-owned", address the concerns of all sides through extensive political dialogue, effectively advance internal reconciliation, and realize peaceful coexistence at an early date. In this process, the legitimate rights and interests of all ethnic groups in Syria must be fully protected, and large-scale violent incidents must never happen again. Fu Cong pointed out that the complete elimination of terrorist forces entrenched in Syria is an essential prerequisite for the country to restore peace and stability. On counter-terrorism, the international community must firmly abandon double standards and oppose selective counter-terrorism practices. China calls on Syria’s transitional government to fulfill its international obligations, adopt all effective measures, and resolutely crack down on all international terrorist organizations listed by the Security Council, including the East Turkistan Islamic Movement (ETIM). Fu Cong said that China supports the general direction of shifting humanitarian assistance to development aid, and backs Syria’s integration into the global economic system to regain its development momentum. China urges the international community to scale up humanitarian assistance to Syria and make greater efforts to meet the most pressing humanitarian needs. Fu Cong emphasized that Israel has conducted military operations in the Syrian-Israeli disengagement zone and launched attacks on southern Syria. Such actions violate international law and must be halted immediately. The 1974 Disengagement of Forces Agreement should be respected, and Israel shall withdraw its troops from Syrian territory as soon as possible. Fu Cong expressed that China is ready to work with the international community to play a constructive role in promoting long-term peace and stability in Syria and restoring peace and stability across the Middle East region.
