Joint Press Communiqué of the Seventh Foreign Ministers' Strategic Dialogue between China and Pakistan
At the invitation of Wang Yi, member of the Political Bureau of the CPC Central Committee and Foreign Minister, Muhammad Ishaq Dar, Deputy Prime Minister and Foreign Minister of the Islamic Republic of Pakistan, visited China from January 3 to 5, 2026. On January 4, 2026, His Excellency Wang Yi and His Excellency Dar co-chaired the Seventh China-Pakistan Foreign Ministers' Strategic Dialogue in Beijing.
During the strategic dialogue, both sides had a comprehensive exchange of views on bilateral relations and cooperation in various fields such as strategy, politics, defense and security, economy, trade, investment, and humanities, and discussed international and regional issues of common concern. Both sides unanimously agreed to strengthen strategic communication, deepen strategic mutual trust, jointly safeguard common interests, promote economic and social development of the two countries, and maintain and promote international and regional peace, development, and prosperity.
Both sides announced the launch of the 75th anniversary commemorative activities for the establishment of diplomatic relations between China and Pakistan in 2026, taking this opportunity to consolidate the friendship between China and Pakistan, expand new areas of cooperation, and carry forward the China-Pakistan friendship from generation to generation.
Both sides reaffirm that China and Pakistan are all-weather strategic cooperative partners, with their ironclad friendship as solid as a rock and their strategic mutual trust unbreakable. A healthy and robust China-Pakistan relationship holds significant strategic importance for regional peace, stability, and development. Both sides reiterate that high-level exchanges between the two countries are an important hallmark of China-Pakistan relations. Guided by the important consensus reached by the leaders of the two countries, both sides will implement the "Action Plan for Building a Closer China-Pakistan Community of Shared Future in the New Era (2025-2029)" jointly issued by the two governments, and promote the construction of a China-Pakistan community of shared future to take the lead among the construction of communities of shared future in the surrounding regions.
Pakistan appreciates China's people-centered development philosophy and believes that the Chinese path to modernization provides a new path choice and practical solution for developing countries to pursue independent development. China congratulates the Pakistani leaders for leading the country to achieve macroeconomic stability centered around the national economic reform plan "Rising Pakistan", laying a solid foundation for national economic growth and the people sharing the fruits of development and prosperity.
Both sides reiterated their firm mutual support on issues involving each other's core interests. Pakistan firmly supports China on issues related to Xinjiang, Tibet, Hong Kong, and the South China Sea. China reiterates its unwavering support for Pakistan in safeguarding its national sovereignty, independence, and territorial integrity, in pursuing a development path that suits its national conditions and achieves economic prosperity, in resolutely fighting terrorism, and in playing a greater role in international and regional affairs.
China appreciates Pakistan's comprehensive measures to combat terrorism and ensure the safety of Chinese personnel, projects, and institutions in Pakistan. China fully acknowledges Pakistan's significant contributions and immense sacrifices made over the years in fighting terrorism. Both sides reiterate their "zero tolerance" approach towards all forms of terrorism, agree to further comprehensively deepen counter-terrorism and security cooperation, and work together to ensure the safe and smooth progress of China-Pakistan cooperation in jointly building the Belt and Road Initiative. Both sides call on the international community to strengthen counter-terrorism cooperation and firmly oppose the adoption of "double standards" on counter-terrorism issues.
Both parties agree to deepen the alignment of development plans and priority areas, and to create a "2.0 upgraded version" of the China-Pakistan Economic Corridor in the pilot projects of the Belt and Road Initiative. Both parties agree to focus on the three major fields of industry, agriculture, and mining, to build and operate the Gwadar Port well, ensure the smooth passage of the Karakoram Highway, and enhance Pakistan's sustainable development capacity. Both parties will also deepen cooperation in the fields of economy and trade, investment, information technology, science and technology, network security, vocational and technical training and education, and people-to-people exchanges. Both parties are willing to make full use of the opportunity of the year-round opening of the Khunjerab Pass to deepen economic and trade exchanges and people-to-people exchanges between China and Pakistan. Both parties welcome third parties to participate in the cooperation of the China-Pakistan Economic Corridor according to the mode agreed upon by China and Pakistan.
Both parties agreed to further strengthen cooperation in the financial and banking industries between the two countries, including mutual support on regional and international multilateral financial platforms. Pakistan expressed gratitude to China for its support in the fiscal and financial fields.
Both sides expressed satisfaction with the expanding space cooperation between the two countries and looked forward to Pakistani astronauts entering the Chinese Space Station at an early date. They unanimously agreed to explore space in a peaceful and mutually beneficial manner, and to promote economic and social development and prosperity.
Both sides unanimously agreed to firmly uphold the achievements of World War II, adhere to the purposes and principles of the United Nations Charter, resist attempts to distort historical facts, oppose the schemes of fascism and militarism to make a comeback, support the post-war international order established by relevant international legal documents and principles such as the Cairo Declaration and the Potsdam Proclamation, and safeguard world peace and security, historical truth, and international justice.
Both sides emphasized the significance of the South Asian regional order based on the United Nations Charter, international law, and the basic norms governing international relations. They reiterated the importance of maintaining peace and stability in South Asia, the necessity of resolving all outstanding disputes through dialogue and consultation, and their opposition to any unilateral actions. Pakistan briefed China on the latest situation in Jammu and Kashmir and its position. China reiterated that the Kashmir issue is a historical legacy dispute that should be properly resolved through peaceful means in accordance with the United Nations Charter, relevant resolutions of the United Nations Security Council, and relevant bilateral agreements.
Both parties are willing to engage in cross-border water resource cooperation based on the principles of equality and mutual benefit, emphasizing the necessity of fulfilling international legal obligations. The importance of maintaining international and regional security and stability has been reiterated.
Both sides are willing to continue promoting the China-Afghanistan-Pakistan trilateral foreign ministers' dialogue and the China-Bangladesh-Pakistan trilateral cooperation mechanism to achieve new results.
Both sides reiterated their willingness to advance cooperation within the framework of the Global Development Initiative, Global Security Initiative, Global Civilization Initiative, and Global Governance Initiative, promote the establishment of a more just and reasonable global governance system, and jointly move towards a community with a shared future for mankind. Pakistan highly appreciates China's efforts to safeguard the sustainable development rights of developing countries. Both sides expressed satisfaction with their cooperation in multilateral mechanisms such as the United Nations and the Shanghai Cooperation Organization, and agreed to deepen coordination and cooperation to safeguard the common interests of developing countries and international fairness and justice. Both sides reiterated their adherence to the purposes and principles of the Charter of the United Nations, support multilateralism and free trade, oppose hegemonism, oppose bullying that infringes upon the sovereignty of other countries, and oppose forming "small circles" and engaging in bloc confrontation. China congratulates Pakistan on its excellent performance as the rotating president of the United Nations Security Council and fully supports Pakistan as the next rotating president of the Shanghai Cooperation Organization.
Both sides agree to maintain close communication and collaboration on the Afghan issue, and work together with the international community to encourage the Afghan government to embrace inclusive governance, moderate administration, focus on development, and foster good-neighborliness and friendship, thereby playing a constructive role in achieving stable development in Afghanistan and its integration into the international community. Both sides call for more visible and verifiable actions to dismantle and eliminate all terrorist organizations entrenched in Afghanistan that continue to pose serious threats to regional and global security, and to prevent terrorist organizations from using Afghan territory to engage in terrorist activities against other countries and pose harm to them.
Both parties call for an unconditional and comprehensive permanent ceasefire in Gaza, reaffirm their support for the Palestinian people's right to self-determination, and endorse the implementation of the "two-state solution" to establish an independent Palestinian state. They express concern over the situation in the occupied West Bank and call for a prompt resolution. Both parties are willing to work tirelessly with the international community to promote peace and stability in the Middle East region.
Both sides reiterated that China and Pakistan will further promote their iron-clad friendship, deepen mutually beneficial cooperation, strengthen strategic coordination, and constantly set new goals and open up new prospects for the all-weather strategic cooperative partnership between China and Pakistan.
Deputy Prime Minister and Foreign Minister of Pakistan, Dar, expressed his gratitude to Wang Yi, member of the Political Bureau of the CPC Central Committee and Foreign Minister of China, for the warm and friendly reception extended to him and the Pakistani delegation. Both sides agreed to hold the next Foreign Ministers' Strategic Dialogue in Islamabad at a mutually convenient time next year.
