On July 1, the regional comprehensive economic partnership agreement (RCEP) came into force for half a year.
Over the past six months, RCEP has highlighted its strong vitality and vigor against the backdrop of the impact of globalization, challenges to the international economic and trade rule system and the repeated delays of the COVID-19. The "circle of friends" of RCEP member countries continues to expand, from the "group building" of 10 countries at the beginning of the year to the current "hand in hand" of 13 countries. The interconnection of regional economies has brought a lot of benefits to import and export enterprises and consumers.
Over the past six months, enterprises have seized the policy opportunity of the largest free trade agreement, and relevant departments have also launched a series of measures to help enterprises make good use of RCEP dividends. Among them, the Ministry of Commerce and other six departments jointly issued the guiding opinions on the high-quality implementation of the regional comprehensive economic partnership agreement (RCEP) at the beginning of the year, which put forward directional guidelines for enterprises and local governments to make good use of RCEP. The Customs Department rebuilt the origin management platform and the automatic examination and signing system of the certificate of origin in combination with the implementation characteristics of RCEP, so as to achieve 24-hour "immediate reporting, immediate examination and immediate receipt".
RCEP is providing stronger momentum for China to build a new development pattern and expand high-level opening-up.
China Japan trade highlights
According to the statistics of Beijing customs, up to now, 770 million yuan of imported and exported goods in Beijing have enjoyed RCEP, of which 687 million yuan of exported goods enjoy tariff relief of about 6.87 million yuan in the importing country.
It is particularly worth mentioning that with the entry into force of RCEP, China and Japan, two major trading countries, have established a free trade agreement relationship for the first time, and the promotion effect of bilateral trade is rapidly emerging. Japan has also become the largest visa destination of RCEP in Beijing, with 1602 certificates issued and a value of 103.5127 million US dollars.
China Textile International Garment Co., Ltd. is a subordinate enterprise of China Textile Group. Since its establishment, the company has been engaged in trade with Japan, mainly exporting work clothes, pants, shirts and other products. The increased enterprise income has further improved the competitiveness of the products, and the tariff will decline year by year in the future and finally fall to zero, which makes us more confident and confident in developing business."
It is understood that in the past six months, Beijing Customs has held a special online publicity meeting for Japanese trade enterprises, focusing on the interpretation of tariff concessions, policy highlights, preferential conditions, issuance of certificates of origin, customs clearance procedures and other contents, and gave detailed answers to the policy questions raised by enterprises.
In addition, the customs department actively optimized the business model of "centralized examination and nearby visa" for the export certificate of origin, and promoted the certificate of origin to enter the high-speed era of "immediate reporting, immediate examination and immediate receipt" through the five in one convenient enterprise benefit measures of "self-service printing, mailing visa, appointment for evidence collection, one enterprise one policy, and intelligent examination", which greatly saved the export cost of enterprises. "In terms of import, after RCEP came into effect, import tariffs on a large number of products were immediately reduced to zero, and tariffs on some goods were gradually reduced to zero in the next 10 to 20 years. Thanks to this, consumers' enthusiasm for buying Japanese appliances, sake and other goods is also gradually heating up." Wang Wei, deputy director of the customs office of Beijing customs, said.
In order to facilitate enterprises to enjoy benefits, Beijing customs and Beijing Municipal Bureau of Commerce cooperated with Beijing CBD Management Committee to jointly create a "calculator of economic and trade rules" relying on a single window of international trade. It is reported that through the visual platform, the calculator can independently analyze the comparative advantages and rules of origin of import and export commodities between different free trade agreements, facilitate enterprises to master and apply economic and trade rules, and intuitively feel the preferential tax rate and preferential range of RCEP.
"Small certificate" creates "great benefits"

In recent months, the company has applied for 193 certificates of origin of RCEP, with a preferential value of $27million. Moreover, according to the agreement, the greater the tariff reduction and exemption from Japan to us in the future, it means that enterprises can enjoy greater preferences in the future."
Since the implementation of RCEP, many enterprises have reported that while enjoying tax incentives, customs clearance efficiency has also been improved. On July 1, under the supervision of Taicang customs, Northeast China Petroleum International Co., Ltd. imported 2002.6 tons of lubricating oil base oil from South Korea using RCEP declaration of origin, which is expected to enjoy preferential tax relief of about 135500 yuan.
"In the past, we imported lubricant base oils from Korean manufacturers, which contained high ingredients of non Korean origin such as Japan, and could not enjoy preferential tax rates under the rules of the China South Korea free trade agreement." Gan Xiaoyu, the business manager of Northeast China Petroleum International Co., Ltd., said that after the implementation of RCEP, according to the accumulation rules of RCEP, materials imported from the member countries of the agreement can be regarded as originating materials, and the imported goods of the enterprise meet the regional value component standard and can enjoy preferential tax rates. At the same time, foreign shippers are also RCEP approved exporters, who can issue a declaration of origin at any time, which facilitates enterprises to arrange logistics more flexibly.
"Since this year, the company has enjoyed a total of 551100 yuan of preferential tax relief through RCEP imports, which has reduced operating costs and improved the company's industry competitiveness. The company plans to strengthen cooperation with foreign companies in the next few years to improve its business volume in RCEP countries."
According to the statistics of Nanjing Customs, from January to June this year, Nanjing Customs issued 34700 RCEP certificates of origin with a visa amount of 13.607 billion yuan. It is estimated that the goods can enjoy the tariff preference of the destination country of 112 million yuan; The value of RCEP imported by enterprises in the province is 4.698 billion yuan, and the preferential tariff is 90.5308 million yuan.
According to Zhou Yusheng, director of the Customs Department of Nanjing Customs, recently, Nanjing Customs has carried out in-depth research on the causes and implementation problems of RCEP "entitlements and non entitlements", and widely collected the difficulties and demands encountered by enterprises since the implementation of RCEP. In the next step, we will go deep into key enterprises in the textile, chemical, electronic, automotive, new energy and other industries, customize the "optimal benefit combination" and actively promote the expansion of exports of advantageous products and imports of key technology products.
