Can the economic and trade relations between China and the United States develop healthily? If Washington steps out of punitive tariff policies and chooses constructive dialogue, the economic and trade relations between China and the United States will develop healthily.

The phone call between the heads of state of China and the United States last week injected momentum into strengthening dialogue between the world's two largest economies and paved the way for the return of economic and trade relations between the two countries to the right track.

Vice Premier He Lifeng of the State Council visited the UK from June 8th to 13th. During this period, the first meeting of the China US Economic and Trade Consultation Mechanism will be held with the United States. Due to the unilateral imposition of tariffs on goods imported from China by the United States, which has disrupted economic and trade relations with China, the United States undoubtedly has a responsibility to demonstrate its sincerity in seeking a fair and just agreement.

Last month, China and the United States held economic and trade talks in Geneva and reached a consensus to lift restrictions on certain imported products from both countries. However, the United States adheres to outdated zero sum game thinking and increases export restrictions to China. The US Secretary of State even threatened to significantly revoke Chinese student visas.

However, pressure and coercion cannot intimidate China, and China is prepared to resolutely counter any malicious actions by the United States.

The unilateral actions of the US government will only harm US interests, damage Sino US relations, and disrupt global trade. Under the tariff storm, American businesses and consumers are the first to bear the brunt, with widespread complaints.

China advocates developing healthy economic and trade relations with all countries and attaches importance to economic and trade relations with the United States. The healthy development of China US economic and trade relations is in the best interests of the two countries and their people.

Rare earth related items have dual-use attributes, and implementing export controls on them is in line with international practices. China has implemented export controls on rare earth related items in accordance with the law, with the aim of better safeguarding national security and interests, fulfilling international obligations such as non-proliferation, and reflecting its consistent stance of upholding world peace and regional stability.

With the development of industries such as robotics and new energy vehicles, the demand for medium and heavy rare earths in the civilian sector is continuously increasing in various countries. As a responsible major country, China fully considers the reasonable needs and concerns of various countries in the civilian field, reviews export license applications for rare earth related items in accordance with laws and regulations, has approved a certain number of compliance applications in accordance with the law, and will continue to strengthen the approval process for compliance applications. China is willing to further strengthen communication and dialogue with relevant countries on export control, and promote the facilitation of compliant trade.

The United States should realize that dialogue and cooperation are the only correct choices.
